STUDENT PROJECT PROGRAMME
Introduction:
Haryana State Council for Science, Innovation & Technology (HSCSIT) is implementing a number of schemes for the promotion & popularization of Science & Technology in the State. HSCSIT now intends to promote Student Project Programme to build a strong base for practical problem solving as well as to build their R & D potential. There is enormous reservoir of talent and creativity in the students and the faculty of Government colleges and State Universities. Another important factor is the availability of good basic and infrastructure facilities in the Government colleges and State Universities for experimentation, design, fabrication and testing.
There is a need to encourage these students of U.G (Professional & Science) /P.G (Professional and Sciences) courses in Engineering/ Biology/ Physics/ Chemistry/ Medicine / Pharmaceutical / Agriculture/ Veterinary/ Environment at the Colleges and Universities located in Haryana to take up useful minor research projects. This programme may link together developmental efforts with educational institutions so that relevant problems flow to the institutions and feasible technical solutions might flow back to the implementers.
Objectives:
- To encourage and motivate students to work on useful minor research projects.
- To improve understanding of students and develop methodology of solving complex issues.
- To enrich college and university education through finding solutions of real problems.
- To solve problems of the people of State through Science and Technology.
Target Group:
Students of U.G (Professional & Science) /P.G (Professional and Sciences) courses in Engineering/ Biology/ Physics/ Chemistry/ Medicine/ Pharmaceutical / Agriculture/ Veterinary/ Environment at the Government colleges and State Universities.
Methodology:
Every year an advertisement is to be published in leading newspapers and at council website inviting applications from U.G (Professional & Science)
/P.G (Professional and Sciences) courses in Engineering/ Biology/ Physics/ Chemistry/ Medicine/ Pharmaceutical / Agriculture/ Veterinary/ Environment at the Government colleges and State Universities in the following disciplines:

A committee consisting of at least one expert from each discipline will be constituted to screen the applications and to select up to 100 projects for funding by HSCSIT.
On the completion of the project, a team of experts will examine the projects and select the better ones for the annual Seminar and Exhibition. It helps to identify motivated faculty from the respective academic institutions and initiate interactions that could lead to even better projects in future. An annual State Level Seminar and Exhibition of selected student projects will be organized for two days by one of the State University in the State to create awareness on the role of Science and Technology and research motivation among the student community. "Best Project of the Year Award" will also be given in each discipline.
Duration of the project:
The project will be initiated immediately after the issue of sanction letter for a duration of one year in order to have good impact on students.
Budget:
HSCSIT will provide a grant of Rs.15,000/-(Rupees Fifteen Thousand only) maximum per project:

General Terms and Conditions:
Approval of project proposal and the grant being released is for the specific project sanctioned and should be exclusively spent on this project within the stipulated time.
- Two copies of Project Proposals duly signed by Project Guide & Head of the Institution are to be submitted in the prescribed format only through Registered / Speed Post addressed to the Secretary EC, Haryana State Council for Science, Innovation & Technology, Bays No. 35-38, Sector-2, Panchkula – 134109 by 12.2022. Incomplete project proposals will not be considered.
- Project proposals received after the last date will not be considered and no communication will be entertained in this regard.
- The project will become operative with effect from the date on which the grant is received by the institute.
- Any one sector may be chosen from the list and filled in the format. Filling of more than one sector will lead to rejection of the project.
- The project team can have up to a maximum of 4 The project team should send only one original & innovative project.
- The project team is not allowed to change/deviate from the topic and objectives of the sanctioned In the event of any such changes, grant is to be surrendered to the Council.
- Project proposals will be evaluated by a team of experts and selected one will be intimated accordingly. The project sanction letter and the Grant-in-Aid will be sent the Institute with a copy to the Project.
- The institute will maintain separate audited accounts for this project.
- The institute will furnish to the council, utilization certificate and an audited statement of accounts.
- Any unspent balance out of the amount sanctioned would be surrendered to the council.
- 2 copies of the half yearly progress report of the work on the project are to be submitted to the council.
- 5 copies of a consolidated report on the work done under the project are to be submitted to the Council on completion of the project.
- If Project Guide (PG) leaves the institution, the PG shall submit a complete and detailed report of the work done on the project till the date of his leaving from the institution where the project is In such cases, PG in consultation with the head of the institution shall make alternate arrangement for completion of the project.
- Know-how generated from the project would be the property of the Council and any receipts by way of sale of know-how, royalties etc. shall accrue to the Council. The Council may at its discretion allow a portion of such receipts to be retained by the institute.
- The Council will have the right to call for drawing specification and other data necessary to enable transfer of know-how to other parties. The institute shall supply all the needed information at the request of the Council.
- The institute shall not entrust the implementation of the work for which the grant is being sanctioned to another institution and divert the grant received as assistance to the latter institution. In case the institution fails to complete the project, it will be required to refund the entire amount of grants-in-aid to the council.
- The Council, reserves the right to terminate the grant at any stage if it is convinced that the grant has not been properly utilized or appropriate progress is not being made.
- Council at its discretion shall have the right of access to the books and accounts of the institute for the grants received from the council.
- No additional funds or time shall be allowed to complete the project. Such requests shall be considered only in exceptional cases.
- Decision of Secretary, EC will be final and binding on all concerned.
